A request by the City of Lake Oswego for amendments to the Community Development Code (CDC). Proposed amendments are related to Clear and Objective Housing Standards and are being proposed to bring the Code into compliance with State requirements intended to reduce unnecessary costs and delays in permitting needed housing.

The City Council is tentatively scheduled to hold a study session on this proposal at its meeting on December 9, 2014. The public hearing is tentatively scheduled for January 20, 2015. At its meeting on October 27, 2014, the Commission re-opened the continued public hearing on the proposed Clear and Objective Housing Standards and reviewed the most recent draft of the proposed amendments which reflected the Commission's comments from the previous meeting. The hearing was continued to November 10, 2014, at which time the Commission will review and make a final recommendation on a revised draft of the proposed code amendments, which incorporates comments from the August 11, October 13 and October 27, 2014, hearings, including amendments related to classifying multiple duplexes on a lot as Minor Development.
At its meeting on October 13, 2014, the Commission received public testimony and conducted deliberations on additional information related to classifying multiple duplexes on a lot as Minor Development. On October 27 the Commission will review and make a recommendation on a revised draft of all the proposed code amendments, which incorporates comments from the August 11 and October 13, 2014 hearings.
In response to public testimony the Planning Commission will consider additional information at the continued hearing on Monday, October 13. Public testimony will be accepted at the hearing. Please see the notice (09/30/14), below, for additional information on how to comment.
This hearing is being continued as a result of the PC requesting clarification on issues brought up during the public hearing.
At its meeting on August 11, 2014, the PC continued deliberations on this hearing to September 8, 2014. On September 8th, staff will request that this hearing be opened and immediately continued to October 13, 2014. At its meeting on August 11, 2014, the Planning Commission opened the public hearing, received a presentation from staff and accepted public testimony. The Planning Commission continued the hearing to Monday, September 8, 2014, for deliberation. The public testimony portion of the hearing has been closed.
