PUBLIC REVIEW DRAFT AVAILABLE - May 22, 2017

Written comments are being accepted on the Public Review Draft until 12:00 pm on Friday, June 9, 2017.  The comments will be reviewed by the Planning Commission at a work session on June 26, 2017, prior to finalizing the amendments for the public hearing. There will be further opportunity for public testimony at the public hearing before the Planning Commission tentatively scheduled for August 14, 2017 and at the City Council public hearing which is expected to be scheduled in the fall.

ABOUT THE PROJECT

The City is completing the final design for Phase 1 of the Boones Ferry Road (BFR) improvements with construction to begin in 2018. The project will affect 50 properties in the Lake Grove Village Center (LGVC) Overlay District by removing some landscaping and/or parking along their frontages. To minimize complications for property owners and to facilitate replacement of commercial parking lost as a result of the transportation project, the City has offered to:

1.  Help replace lost parking on eight specific sites located at:

  • Mozena Law Office (15835 BFR)
  • Naomi’s Lampshades (19510/19532/19542 BFR)
  • Gubanc’s (16008 BFR)
  • Riccardo’s Ristorante (16035/16045 BFR)
  • Keller Williams Realty (16365 BFR)
  • Jenike Property: Andy Paris Surveyors and Kumon (16055/16067 BFR)
  • US Bank (16480 BFR)
  • Bank of America (16209 Bryant Road)

The map (upper right corner) shows the scope of Phase 1, as well as the five specific properties marked in yellow where replacement parking may not fully comply with code (See Attachment 2).

 
2.  Amend City code (LGVC Overlay) to allow area lost to right-of-way dedication for the BFR Project to count towards meeting minimum parking and/or landscaping requirements, subject to limitations, when a site redevelops.
 
 

A Planning Commission work session is scheduled for Monday, June 26, 2017 at 6:30 pm. Meeting materials will be posted on this page on June 16.

-  There are additional materials in the Case File that the Project Manager believes are NOT for the purpose of addressing whether the proposed development application complies with the applicable criteria. (Only materials identified by the applicant or interested parties for the purpose of addressing the applicable criteria are made a part of the “record” before the reviewing authority.)

The Planning Division’s Case File may be viewed by the public Monday - Friday, excluding holidays, 8 A.M. to 4:30 P.M. in the Planning and Building Services Department. Persons are encouraged to contact the Project Manager to arrange for a suitable location to review the materials in the Case File.

Note: Materials exempt under the Oregon Public Records Law, ORS 192.501 and 192.502 may be withheld from public review of the Case File; such materials are NOT a part of the “record” before the reviewing authority in determining whether or not the proposed development complies with the applicable criteria.
