Establish or Disconnect Service

SERVICE FORM - The Finance Department has a "Fast and Easy" online Service Form to provide your location information as well as when the service should start and end. If you are Establishing Service or Disconnecting Service in the City of Lake Oswego, you can now send the required information to our Utility Billing Department with this online Service Form.  Once you have completed the form you will receive a notification that the submission was received. You do not need to contact the Utility Billing Department unless you do not receive the notification that the submission was received.

Signing Up in Person

If you prefer to start the service/billing process in person, please visit the Utility Billing Department located at the Finance Department counter, 1st floor of City Hall, from 8 am to 5 pm, Monday through Friday. Please understand that there are other customers requesting services at the Finance Department counter, so it may take more time to turn on the service through the in-person process than by completing the online Service Order form located at

MOVING - Utility Services

If you have moved to Lake Oswego, are moving within Lake Oswego, or are leaving your business/residence, you will need to turn on/off these services and be on record with the City – through the City’s Finance Department – for billing.   The easiest and fastest way to do that is through the online Service Form.


Meter Reading to Determine Usage Level at Start or Stop of Service

The Utility Billing Department will send notice to the Operations Department to read the water meter at the property to determine usage and billing up to that point.  Meter reading is generally on the next business day or the date indicated for the start of service. For this reason, when filling out the form, you cannot date the service change to a prior date.

Getting Water Turned On

If the water was turned off completely at a property (for example due to a foreclosure), an appointment will need to be made to turn on the water. Utility billing will contact operations to set up the appointment between 8:00 a.m. and 2 p.m. Monday through Friday.
