LU 17-0053: Street Connectivity

This is a request from the City of Lake Oswego for a text amendment to the Lake Oswego Community Development Code (CDC or City code), amending the Street Connectivity standard. The City Council identified this as a 2017 Goal for the Planning Commission to address.

The purpose of the amendment is to allow an exception to the Street Connectivity standard [LOC 50.06.003.4] that takes into account the nearly built-out nature of Lake Oswego and provides reasonable alternatives for complying with Metro Code Section 3.08.630.

The City Council considered the Planning Commission's recommendation on the proposed amendment to the Community Development Code at a public hearing on Tuesday, December 5, 2017.  The Council approved LU 17-0053 and enacted Ordinance 2760.  To visit the Council meeting webpage and view the video, click here.

At its meeting on November 13, 2017, the Planning Commission adopted the Findings, Conclusion and Order (the final recommendation).

The City Council is scheduled to hold a public hearing December 5, 2017.

10/24/17

At its meeting on 10/23/17, the Planning Commission made a preliminary recommendation that the City Council approve the proposed amendments as written.  Staff will return on 11/13/17 to consider the Findings, Conclusions and Order (the final recommendation).

At the Planning Commission meeting on 10/09/17, the Commission opened the public hearing and due to the lateness of the hour, immediately continued the hearing to the next meeting on 10/23/17.

PUBLIC REVIEW DRAFT

To assist in the preparation of a public hearing draft on the proposed amendments to the Community Development Code the Planning Department accepted written comments August 21 until 5:00 p.m. on September 5.  Written comments received during this time were considered in preparing the draft to be considered at the Planning Commission public hearing scheduled for October 9, 2017.
