LU 17-0064: Community Development Code and Comprehensive Plan Map Amendments Related to Tryon Creek Wastewater Treatment Plant

Project Description

A request from the City of Portland, Bureau of Environmental Services, for proposed amendments to the Community Development Code to provide a process for permitting improvements to the Tryon Creek Wastewater Treatment Plant (TCWTP) located at 195 Foothills Road.

The proposal adds code section LOC 50.05.013 to establish the Tryon Creek Wastewater Treatment Plant Overlay District and also includes amendments to LOC 50.03.002 – Use Table, and LOC 50.01.003 Definitions.  The proposal also includes amendment to the Comprehensive Plan map to facilitate the overlay district.

Location of Property:  195 Foothills Road (21E02CB00900, 21E02CB01501, 21E02CB01400, 21E02CB01300, 21E02CB02800, and portions of 21E02CB01000, 21E02CB01500 and 21E02CB01700 when adjusted).



At its meeting on November 13, 2017, the Planning Commission adopted the Findings, Conclusion and Order (the final recommendation).  A link to the adopted Findings is available below under "Key Documents."

The City Council is scheduled to hold a study session on November 21, 2017.  The public hearing date has not yet been set.

The Planning Commission considered the proposed amendments at a public hearing on October 23, 2017, and made a preliminary recommendation that the City Council approve the proposed amendments.  The Findings, Conclusions and Order (the final recommendation) will be considered on November 13, 2017.

The Planning Division’s Case File may be viewed by the public Monday - Friday, excluding holidays, 8 A.M. to 4:30 P.M. in the Planning and Building Services Department. Persons are encouraged to contact the Project Manager to arrange for a suitable location to review the materials in the Case File.

Note: Materials exempt under the Oregon Public Records Law, ORS 192.501 and 192.502 may be withheld from public review of the Case File; such materials are NOT a part of the “record” before the reviewing authority in determining whether or not the proposed development complies with the applicable criteria.
